What Florida law actually says

  1. PIP follows people, not just cars. A pedestrian or cyclist struck by a vehicle can draw no-fault benefits through a policy in their household, or the striking vehicle's policy if they have none.

  2. Drivers owe pedestrians and cyclists ordinary care everywhere, not only at crosswalks. Crossing outside one reduces a claim by a percentage. It rarely ends one.

  3. When the road design itself contributed, the claim may run against a government entity, which changes the notice rules and the deadlines immediately.

What gets secured first

  • Signal timing, sight lines and the crossing's configuration, photographed before anything about the intersection changes

  • A fast video canvass of every business and doorbell facing the roadway

  • The driver's phone records, because distraction is provable and it is frequently the actual cause

  • Which policies reach you: household PIP, the driver's coverage, and UM most cyclists never think to check

Usually still a claim. Comparative fault means crossing mid-block is an argument about percentage, not a bar. Drivers owe you attention wherever you are.
